    "content": "Mr. Speaker, Sir, I wish to thank the Minister for giving a very comprehensive answer to my question, save for part (b) where I was asking the specific criteria that the Government uses to define land as arid. He said it is done by KARI while I had the fortune of working for this organization and I know land in Kenya is under agricultural eco zones. The sixth and seventh criteria should be the one that is applied in terms of aridity. Then if he uses that kind of knowledge that I have first, then the question I am asking is: How does Nyeri which is consuming 2 percent of the arid land resources appear in this formulation?"
