    "content": " Thank you, Hon. Speaker, for giving me this opportunity to contribute on the Petition to County Assemblies (Procedure) Bill 2018, which creates an Act of Parliament to give effect to Article 37 of the Constitution. I begin by looking at what Article 37 of the Constitution really deals with. It is in Chapter Four on the Bill of Rights. It states that: “Every person has the right, peaceably and unarmed, to assemble, to demonstrate, to picket, and to present petitions to public authorities.”"
