    "content": " Thank you, Hon. Speaker, for giving me the opportunity to contribute to this Bill. This is an extremely good Bill. It actually shows us that our devolution process is continuous and it is still going on. We realise that this is implementation of Article 37 of the Constitution which gives us, as citizens, the right to petition and picket. As it is in the Constitution, we really had not put in place an Act or a Bill that makes it be done harmoniously in a smooth way. Therefore, this is extremely important. As the county assemblies actually mature and take their work seriously, there will be many petitions that will actually go to them which may actually relieve some of the petitions that come to this House. If we do not have a procedure to assist in this, then obviously you are going to have very many ways of doing petitions, which I do not think will be a good way to run a country in a disharmonious way, particularly when one will be dealing with what the people desire or what they may want to state. So, I find this an extremely important Bill that has come in place.
