    "content": " Thank you, Hon. Speaker. I associate myself with the sentiments of the Hon. Member. I am concerned that this Bill may restrict the rights of a person who may want to petition the county assemblies when you have it so formalised. In as much as I support it, I understand that they may want to have a format at the village level for people to have a precedent and to fill it in. My concern is why it has to be in a Bill and not in the Standing Orders. With all due respect to the Senate, perhaps, they could concentrate on weightier issues than the prescription of the outline of a petition to the county assemblies."
