    "content": "I rise to move the Data Protection Bill, 2019, which seeks to give effect to Article 31(c) and (d) of the Constitution by setting out the requirements for the protection of personal data which is processed either by a public or private entity. This Bill is part of the implementation of the Constitution 2010. It outlines the key principles that shall govern the processing of personal data by both public and private entities while at the same time seeking or setting out the rights of data subjects and the duties of the data controllers and processors in our country. So, this is a very important piece of legislation. Who processes our data? Who controls our data? Which public or private entity archives it? All these are set out in this Bill to make sure that the right to your privacy in terms of data is achieved. This Bill is long overdue. It will implement Article 31 of the Constitution which ought to have been passed within a five years’ timeline, which was given by the Constitution."
