    "content": "Mr. Speaker, Sir, having considered all the matters, it then fell on the special Committee to discharge its mandate under Section 33 of the County Governments Act, Standing Order No.75 and part II of the Fifth Schedule of the Senate Standing Orders. Mr. Speaker, Sir, I will not go into those particulars. I will go straight to the allegations. Allegation number one is expenditure on unbudgeted projects.
