    "content": "I remember when I was the Minister for Education, one of the things that we developed was the Special Needs Policy. In the policy, it was envisaged that, in fact, apart from the normal capitation that normal regular primary and secondary schools get, the children in special needs schools and those who have been integrated into the regular schools will get increased capitation to be able to take care of their special needs."
