    "content": "Mr. Speaker, Sir, I am happy that under the Fourth Schedule of the new Constitution, the portfolios of foreign affairs, foreign policy and international trade now falls under the Ministry’s mandate. This is a clear recognition of these driving plans in the conduct of foreign relations and will allow for more effective strategies for promoting our commerce and trade and international affairs. We are also now better placed to act as the interface between Kenya and the expanded diasporas that will be brought about by the introduction of dual citizenship in the new Constitution."
