We need to ensure that the facility is used because we need to make sure that our MCAs can do what they are required to do. If there will be change in the Constitution, there is one thing that must be changed completely. We need to ensure that the qualification of MCAs is exactly the same as that of the people they are doing oversight on. We realized that there was no qualification cut-off that was given to the Members of County Assemblies (MCAs). Qualifications cut-off for the County Executive Committees (CECs) and the governors were degrees. They said anybody can be an MCA. Some of the MCAs are feeling intimidated by this discrimination in qualifications. They are not able to perform their duties just because of that categorization. It is very important that we make sure that they are of the same level, so that they can interrogate matters properly.
