    "content": "Yes, Mr. Deputy Speaker, Sir. As I said, payment of incomplete projects is glaring in my county. Incomplete projects mean we have no value for money. I am happy with the recommendation from the Committee that the responsible persons and contractors be investigated. Before any payment is done, it is important to inspect the project and give its status of completion or otherwise. There seems to be a whole chain of events here. We have a contractor, the accounting officers, the auditors and the accounts department overseeing implementation of the project. Why would they pay for incomplete projects? It is a very sad situation. When I saw this, I was really saddened that money was released even before the projects were completed. Mr. Deputy Speaker, Sir, I know my colleagues will be able to raise some of these issues tomorrow. I want to thank you most sincerely for the two minutes. I really support the report."
