    "content": "Mr. Speaker, Sir, the second thing is that in this country, there has been focus that we must put more money on development and not recurrent expenditure. I have said it in this House, and want to repeat, that we must remove the money that goes to training, pre- primary education in the counties, where a lot of focus is put on the teachers, facilities, equipment, books and also the health sector. We must hire the right health workers and buy medicine. We must remove them from the categorization of recurrent expenditure. This is because the tag of recurrent expenditure includes benchmarking trips, workshops and seminars, which can be forfeited."
