    "content": "The other issue that cuts across is on the wage bill. Most counties are above 35 per cent of the wage bill. One good example that you find in that report is in Elgeyo- Marakwet County; the county of champions where the Senate Majority Leader comes from. The Auditor General told us that in the year under review, 51.58 per cent of total revenue was spent on compensation of employees. You ask yourself what else remains for Elgeyo-Marakwet to carry out development and to do the other services that people expect from county governments."
