"content": "The auditor looks at the process and says it was okay. But then, the item that was bought does not even come close to the market price. Why would the auditor give the county a clean bill when there is no value for money for the product or services that were offered? The auditors in most cases do not look at the actual value for money. Their argument is limitation of resources. As the Senate, we need to ask ourselves how we will make the audit process effective. How do we make it effective such that it will give us the performance in the county, where Wanjiku will get value for her money? The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate."
