    "content": "Thank you, Mr. Deputy Speaker, Sir, for giving me an opportunity to make my remarks on this matter. This is a very difficult matter. I have listened to your ruling and 90 per cent, in my view, is agreeable. However, there are a few matters that I want you to relook them. One, today’s ruling has arisen from no Motion. There is no Motion. Nobody has come before you to move you to make a decision today. Given the fact that this is a weighty matter and it is a matter upon which you have a made a decision, that before you made the decision, it was not subjected to the feeling of the House on either side; it would be very kind on your part to perhaps rescind that decision. The feeling of the House is that in spite of what Sen. M. Kajwang’ raised yesterday, the House felt that we should set up a Committee and a Committee has been set up. Secondly, if look at the Standing Orders, you will find that there is no Standing Order that allows for today’s decision by the Speaker. I have been sitting here trying to look at the Standing Orders and I have found Standing Order No.1 which is about procedural matters."
