    "content": "Mr. Temporary Deputy Speaker, Sir, at the formative stage of the Coalition arrangement, the Ministry was floating. But I am glad to report that the young Minister, his Assistant Minister and their able Permanent Secretary have put their foot down. They have created a need for themselves, so that they are not considered as a floating department. That image is long gone. We want you to put your foot down and address the emerging issues. One of the things that I would like to say is that our East African Legislative Assembly (EALA) members are not getting the treatment that befits Members of Parliament."
