"content": "Mr. Temporary Deputy Speaker, Sir, I was in the Eighth Parliament. One of the first things that we did under the able hand of hon. Oloo Aringo was to delink ourselves from being one of the departments of the Office of the President. Under the current Constitution, there is a clear separation of institutions roles. We have the Legislature, Executive and Judiciary. But at that time, it dawned on some of the key political players that Parliament had to be a department within the Office of the President. We cannot afford to go back to that era where we lump the Members of the East African Community as part of a department within the East African Community. I appreciate that this is not the making of the Minister. It was an arrangement that was put in place just to facilitate the Members at that particular time. But right now, we are encouraging enhancement of the rule of law. It is the high time that even the Minister himself wrote to Parliament and insisted that he can no longer handle that docket of the EALA Members of Parliament because there is conflict. I think they are there, as part of the Executive. These Members are supposed to represent the interest of Kenyans. To that extent, there is conflict. That issue needs to be addressed as a matter of urgency."
