    "content": "As I speak right now, on 1st July, in paper, there is supposed to be some sort of flow of economic activities and other services. But there is still serious tariff barrier which needs to be addressed. We need to establish a number of integration centres, as the Minister of State for Immigration and Registration of Persons has rightly pointed, at particular entry points, so that the East Africans can move freely. What we are looking for is economic integration and maybe eventually political integration. This needs to be cultivated at this formative stage."
