    "content": "(iii) THAT, Committees remain at liberty to determine, on case by case basis, whether it is the Cabinet Secretary or the Chief Administrative Secretary or, indeed, the Principal Secretary who is to appear before the Committee to answer Questions and how often they may do so. This should take into account the weight of the matters contained in the Questions before the Committee. Essentially, a committee should be able to determine the weight of the Question and whether those other people, other than the CS, will be able to respond."
