    "content": "(iv) THAT, whenever a Cabinet Secretary authorises a Chief Administrative Secretary to respond to Questions before Committees, the Cabinet Secretary shall take full responsibility of responses transmitted to the National Assembly. In this regard, the written responses ought to be signed by the particular Cabinet Secretary to denote the authorization and taking of responsibility. Hon. Members, this guidance serves as an avenue for allowing the conveyance of a written and signed response to a matter raised by this House or a Question by a person authorized by a particular Cabinet Secretary. The guidance is not a carte blanche for Cabinet Secretaries to disregard their constitutional responsibility of accounting to the people’s representatives for their actions in the performance of their constitutional duties.
