    "content": "The intention is to give effect to Article 100 of the Constitution which is meant to promote the representation of women, PLWDs, youth, ethnic and other minorities and marginalised communities in Parliament. A clear reading of the Bill and the amendments proposed show that it is meant to promote that representation in the county assemblies and public institutions. I have read through these amendments and made seven observations, which make me inclined to support the Bill."
