    "content": "The other strength of the Bill is that it draws the whole discussion away from the traditional discussion on the two-thirds gender rule that has been seen to mean two-thirds of either gender in any formal meeting as we have been trying to address the challenge in the constitution of the House. On this one, the discussion is now being moved from the gender- related matters to special interest groups. Somebody can live with disability or be challenged. It can be a lady, a man or a homosexual."
