    "content": "I want to agree with the Committee that the requirement that county assemblies hold public hearings on a petition is too expensive and quite unnecessary. Through experience, we have seen that many petitions can be dealt with at the committee level by inviting the petitioner, exercising your mind on it and you come up with a satisfactory answer to the petitioner. I want to agree with the Committee that it is important to look at the provisions of Clause 5 (3) (b) to a point where we may need to delete it."
