    "content": "The Bill requires the county assemblies to debate all the petitions that are brought before them. The experience we have is that you can clog the Chamber or agenda of Parliament when you try to do such things. The very worst is that the petitions’ time can lapse when they are still queuing for them to be debated on the Floor of the county assembly."
