"content": "This Bill seeks to amend the Independent Electoral and Boundaries Commission Act, 2011 in order to do two things; one is to achieve the interpretation of Section 2 on the definition of “special interest groups”. That is a very complicated interpretation. How do you define special interest groups? We need to define them as listed in Article 100 of the Constitution; namely, women. However, who are these special interest women? Who are these PWDs? Who are the marginalised? Who are the minorities? What does “ethnically marginalised” mean? If you go to Homa Bay, for example, Hon. Mbadi is a Suba. Is he a minority? Is he marginalilsed? It is for this House to define the interpretation under Independent Electoral and Boundaries Commission (IEBC).
