    "content": "This is a very important Bill. Having been out there, I have campaigned the hard way. I know what it means. People with disabilities are disadvantaged. I know why women are still disadvantaged. It is because of some cultural practices in various communities that do not allow women to participate in some activities. With this legislation, it will actually try to highlight and compel political parties to provide funds for publicity to the marginalised people, women and persons with disabilities because we struggle. Hon. Mbadi says that they do not need to be given funds.The wearer of the shoe knows where it pinches. We know where we have been.
