Speaker, is it in order for my very good friend to state that those Members of Parliament who were in Naivasha and charged with the task of negotiating the Constitution came up with the idea of one-third gender rule? Yes, we increased the number of constituencies using the formula under Article 89 of the Constitution. The issue of the two-third gender rule – and Hon.
