    "content": "Mr. Speaker, Sir, we, as a Government, have plans to mitigate against the effects of the recurrent droughts in our country. We are going to bring a Bill to this House on the creation of the Kenya Livestock Development Fund. Specifically, this fund will cushion farmers from the effects of drought. At the same time, the Ministry of Development of Northern Kenya and Other Arid Lands is in the process of creating a Drought Management Authority, which has already been passed by this House."
