    "content": "Mr. Deputy Speaker, Sir, I rise in response to the Communication that you have just made and appreciate the fact that you have made it possible for us to make some comments on it. Mr. Deputy Speaker, Sir, if you look at the old Constitution, the issue of debt and borrowing was not quite regulated as it is in the current Constitution. It was dealing with a mischief that was experienced in the past, where the Government would borrow or incur loans or debt without accountability and supervision of Parliament, except in regard to limits. Therefore, when this part has to come us, we are performing one of the most important roles that this Parliament should perform, and the Constitution made it very clear that the Senate must be involved in the process of approving such regulations.
