Ordinarily, the regulations ought to have been tabled simultaneously in the two Houses on the same day. However, that was not done. They were tabled in one House and after making their decision, they conveyed a Message to the Senate. My understanding is that such nature of submissions should be done simultaneously. Today, the Senate received the submission of the Regulations. I determine that the Regulations have been submitted to the Senate, as a House of Parliament, today, 16th October, 2019. Therefore, the 15 sitting days that Sen. Mutula Kilonzo Jnr. is referring to, The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate."
