    "content": "Going back to the issue, the problem with this Ministry is that they have good ideas and plans, but they hardly implement anything. The issue of disease-free zones has been with us since the year 2000. I recall that it captured headlines in 2000. Since then, the policy has been there but nothing has actually happened. The same is true for all the other issues that have been enumerated here in terms of support to the livestock sector. My question is: Could the Assistant Minister tell us the concrete steps he has taken, and give us specific timelines within which disease-free zones are going to be in place, so that the element of marketing and other issues relating to livestock marketing can be taken care of? This way, we can double this percentage."
