This afternoon, there was communication from the Chair that this country wants to increase its level of borrowing from Kshs6 trillion to Kshs9 trillion. What is leading us to all this mess is poor revenue collection? We have made it a habit that any time we want to do any development, we have to borrow, yet if we put in place tight systems, we would collect enough revenue to support our development."
