    "content": "In this day and era, why can we not go digital? Why can we not digitize our revenue collection? Why should people using public means or transport pay fare and receive manual receipts instead of using the M-Pesa system? Nairobi County was doing well when they had the digital platform to collect revenue. The revenue collected went up when the collection was digital. However, when they did away with the digital revenue collection system, the revenue collection went down. This is because we want to create weak internal systems of control so that we create a good avenue for syphoning public money out of our counties."
