    "content": "He does not have to bring a substantive Motion, but if he has issues with anybody in Government or Executive, he can bring an appropriate Motion for the House to discuss that particular person. Remember, it is you Members who must look at the constitutional threshold about removal of those in the Executive. Articles 152 and 153 of the Constitution are very clear about removal of a cabinet secretary; on whether he has breached the Constitution, violated any law or become crazy in the head. Bring such material and, of course, your colleagues will want you to table evidence of that madness, if at all. So, proceed to finish your contribution."
