    "content": "Secondly, we have a comment about NEMA. What is happening? That Authority does not have officers. They outsource these people. When you want a NEMA report, they get somebody who may not eventually hold responsibility, although the organisation does it. We should look at the kind of people they outsource. We should not just let it pass and say that we will look at it without pointing at the two issues, namely, the role of the Clerks in this and how NEMA operates."
