    "content": "The reports are prepared for the entire Committee Membership. As I told you the other week, the Chair is supposed to go through the draft report before you sit in the Committee plenary. That does not absolve the Members from reading the documents. First of all, this Petition is brought under Section 34 of the Forest Management Act. Even Members are also under a duty to look at the requirements and whether they have been met. You should have asked for the Environmental Impact Assessment Report. If you are shown the one of 2011, then you go back to Section 34 of the Act and look at the conditions. I can see the Member for Kisumu, who has been walking in and out of the Chamber, thinking that this is the time to shine. There may be no other opportunity. Hon.
