    "content": "Mr. Deputy Speaker, Sir, Nandi County spent another Kshs5.6 million to plant trees. When the Auditor-General went to Nandi, there were no records of the Kshs5.6 million spent on tree planting to show that procurement procedures were complied with. Indeed, there were no trees to be seen. The governors have been coming to us, and blaming God for some of these things. Therefore, when they spent Kshs5.6 million to plant trees and there is no tree as evidence that the money was properly spent, they blame it on God. They say that God did not send rain, and they say that he did not create the right environmental conditions for that particular year, and that is why the project failed."
