    "content": "In county governments, if you look from 2013 all the way to 2018, there will be cases where tens of millions of shillings have been deducted from poor employees and those monies have not been sent to the respective destinations. Just this past weekend when I was in Homa Bay County, I was told that counties are not remitting things like the NHIF to the respective insurance firms. This has caused many employees serious pain when they go to seek medical services, only for them to be told that their counties have not paid. Indeed, some employees have even been blacklisted in the Credit Reference Bureaus (CRBs) because of non-remission of statutory deductions by Government entities."
