We went through a rigorous budget- making process in the Departmental Committee on Labour and Social Welfare, and we allocated Kshs450 million for procurement of sanitary towels in the Ministry of Public Service, Youth and Gender. That money has been moved without the approval of this House to the Ministry of Education and the tenders have already been advertised through IFMIS."
