    "content": "Hon. Members, I can now see that not many of us have been reading what passes through the House. The first Sectional Properties Act was passed by Parliament in 1989. This law seeks to improve on it. Between 1989 and today, surely, a lot has happened. In fact, those of us who know the history will tell you the first building in Kenya to apply this law is a small building of red bricks below the Ministry of Health."
