    "content": "The Regulations allow the Government of Kenya to access concessional funding. When the Cabinet Secretary for the National Treasury came to us, he told us that he had 40 projects that needed funding. One of the projects is the Dongo Kundu Bridge in Mombasa, the Northern Corridor and the Kenol-Marua-Nyeri Road. It is high time we approved the Regulations because as a country, it is not a crime to borrow. Many countries have done that. As long as we are going to be disciplined on how we are going to manage our public resources, borrowing is not bad. The amendments will enable this country to minimise domestic borrowing and allow SMEs and the private sector to access valuable credit."
