Therefore, the national debt having come down to 58 per cent is in itself an achievement, but that does not necessarily mean that we can borrow the much we want. Our debt ceiling must be specified in terms of how much it is and where it will be. It must be specified. It must be clearly outlined. That is why we are debating this."
