    "content": "Having said that, I want to ask Members to support this Motion. It is in the interest of the country. The National Treasury should use the borrowed money to retire all the expensive loans that were borrowed for special purpose vehicles of stealing. I have been told that some of the borrowings we will do under this new ceiling will be used to retire the expensive loans that we have. That is what the Cabinet Secretary for the National Treasury told Parliament in the Budget and Appropriations Committee. Some of those loans were borrowed for special purpose vehicles to loot. Now, as a country, we have no option, but to retire those expensive loans, so that we can borrow new loans that are cheaper. For the last two years, we have only been paying interest on loans and not the loans. The Cabinet Secretary for the National Treasury, through the Leader of the Majority Party, has been bringing to this House the status of our debt management and guarantees, but the Budget and Appropriations Committee has been sleeping on the job.
