    "content": "Madam Temporary Deputy Speaker, it is also worth noting that in the rural areas much of the agricultural produce is sold unprocessed to the local markets or international markets. For example, tea and coffee is sold unprocessed, unbranded and, therefore, the value addition that would have been done in the rural areas to offer employment to the young people does not take place. Therefore, the issue of unemployment in the rural areas must be addressed immediately. It is a big issue. Also, the land tenure system has been such that we have huge tracts of land that are not in use. On the other hand, we have a huge population that would want to use the land, but has no access to it. The result of this system has been that the young people who would want to be involved actively in economic activities have nowhere to go and participate in economic activities."
