    "content": "Madam Temporary Deputy Speaker, in conclusion, the Government has made some serious policies that are meant to address the plight of the youth in this country. It will be remembered that in the Ministry of Roads, we came up with a programme that we called the Roads 2000 that was geared towards improving infrastructure in the rural areas using human labour. The purpose of this particular project was to ensure that some of these people who have the energy and are ready to work would be able to have access to these jobs, so that they would be able to get the work ethics that is required for them to continue with their work. It must be noted also that although the intention of the Roads 200 Programme was to help largely the youth in the rural areas, it has had its challenges and more often than not has not benefited the people for who it was targeted. We, therefore, need to improve on this particular programme to be able to reach more of our young people and teach them the value of hard work and instil work ethics in them."
