    "content": "Mr. Deputy Speaker, Sir, when we closed last evening, I was reminding the House of the provisions of the Forests Act, which we passed in the Ninth Parliament that obligated land owners, whether state corporations, institutions and individuals, to designate part of their land for planting trees, either as woodlands or perimeter fencing that would amount to 10 per cent, which would also be subjected to advice by agroforests. What Sen. Kasanga is asking is to operationalise and give effect to provisions of the existing law and the Constitution. The protection of our forests has been totally lacking in goodwill. It appears to me that when persons in authority see a tree or a forest, what comes into their mind is possession of a power saw or a powerful machine to mow it down.
