    "content": "As I conclude, the responsibility for the establishment of these community associations for the conservation of forests should not lie with the KFS or the national Government, but with county governments. Every county government must be held to account on the resources that are channeling towards environmental conservation. It will be remembered that not long ago, the former President of the Republic of Kenya, His Excellency Daniel Arap Moi, came up with a slogan on conserving our forests; if you cut one tree, you plant two trees. County governments have a responsibility to the environment and to the future of this country, to not only conserve the forests that exist, but embark on serious afforestation programmes in all areas that are gazetted as forest land in counties. With those remarks, I support."
