    "content": "I think it was a wrong move. What I do not know is how we need to deal with this. We have talked about it. The Government has created positions which should have been created by the Constitution. If you ask me, it is beyond the powers which were given to the President to create offices in Government. There are powers that the President has, but when you use the powers to create offices which more or less appear like cabinet positions or assistant ministers, then questions need to be asked. Hon. Didmus Barasa is late. The horse has bolted. I do not know how we are going to help him but that is where we are. Thank you, Hon. Speaker."
