    "content": "Because the next CS for Finance is sitting here and Hon. Mbadi is good in budget- making, he might become the CAS for Hon. Ichung’wah in the tangatanga Government that will come. I think Hon. Didmus has raised a good issue and it is only the Speaker who can give direction. Let us not cascade. The President was within the law. I think even the Speaker made it very clear on the appointment of the CASs. They are doing a very good work. They are helping ministries. They are deputies to the CSs but, on whether they can appear before a Committee, I think it is for the Speaker to make that decision. Thank you, Hon. Speaker."
