"content": " Thank you, Hon. Chairman. I rise to support the amendment. We know that the regulator is supposed to provide some regulations. We have some Saccos that are doing pretty well. However, we need to determine the suitability of some of the directors in terms of capacity. The regulation can come up with a continuous capacity development programme so that they can perform their work. I have seen many Saccos going under because of the level of their directors in terms of capacity on issues to do with, say, Information Technology (IT). Some of them are analogue. Anybody can be trained in IT. It is, indeed, important that the regulator is given powers to determine their suitability, for instance, on things like IT, which will help to deal with fraud. So, I support that amendment. On the issue of the Director and the CEO, if you look at their job description, you will find that the work they do cut across. It is just semantics. So, there is no big deal."
