Chairman, I beg to move: THAT, Clause 51 of the Bill be amended— (a) in sub-clause (1) by inserting the words “ground rent” immediately after the word “charges”; (b) in sub-clause (2) by inserting the words “and ground rent” immediately after the word “rates”. The amendment seeks to include the aspect of the assessment ground rent, which was left out of the Bill. Ground rent is rent paid under the terms of the lease by the owner of a building to the owner of the land on which it is built. That aspect was left out when we were preparing this Bill. The Ministry felt that it will enrich the Bill."
